Na manhã do último dia 14 de maio o Sindicato dos Professores no Estado de Rondônia (SINPROF-RO) se reuniu com o prefeito Léo Moraes e, com ele, debateu pautas consideradas essenciais para a valorização dos professores da rede municipal de Porto Velho.
No encontro, que contou ainda com a participação do subsecretário da Secretaria Geral de Governo, Sérgio Paraguassu Filho, os dirigentes sindicais cobraram soluções justas e definitivas para pontos como o Piso Nacional do Magistério, concurso público, respeito aos professores que buscam a aposentadoria e a famigerada retirada de alguns direitos e gratificações salariais dos docentes, entre outros temas.
PISO DO MAGISTÉRIO – RETROATIVOS
De acordo com o prefeito Léo Moraes, o valor do pagamento do Piso Nacional do Magistério será incorporado à carreira a partir de junho, mas sem o retroativo, pois ele já teria sido pago em forma de complemento.
“Complemento não é piso. O piso é na carreira e deve refletir no desenvolvimento funcional do professor, ou seja, deve ser aplicado no vencimento inicial com incidência sobre as referências”, contestou a presidente do SINPROF-RO, Elessandra Reis.
Diante da divergência, as partes concordaram em aprofundar a análise jurídica e buscar um entendimento comum, respeitando os pareceres dos órgãos de controle (Tribunal de Contas) mas sem abrir mão dos direitos dos professores.
O prefeito informou, ao sindicato, que em junho serão encaminhados dois projetos à Câmara Municipal:
- O primeiro contará com a revisão geral prevista para os salários de todos os servidores municipais, no percentual de 4,83%.
- O segundo com o percentual que – somado aos 4,83% da revisão geral – deverá atingir o valor do Piso Salarial do Magistério (que em 2025, ficou estabelecido em R$ 4.867,77), pago no vencimento inicial e com incidência nas referências, encerrando, assim, o pagamento do “complemento salarial”.
CONCURSO PÚBLICO
O prefeito Léo Moraes assegurou que até dezembro de 2025 será realizado um novo certame para suprir a carência de profissionais na rede.
HUMILHAÇÃO PARA APOSENTAR
O professor Joelson Queiroz denunciou a humilhação enfrentada por professores que precisam perambular entre escolas para conseguir a declaração de efetivo exercício exigida para diversos trâmites funcionais e previdenciários. O problema, inclusive, já foi levado a conhecimento da Secretaria Municipal de Administração (SEMAD), Secretaria Municipal de Educação (SEMED) e ao Instituto de Previdência do Município (IPAM), que solicitaram um prazo de 60 dias para apresentar uma solução definitiva.
“É inadmissível que o professor tenha que passar por isso. Essa declaração deve ser de responsabilidade da gestão municipal, não do servidor”, criticou o secretário geral do sindicato.
PCCS
A presidente do SINPROF-RO cobrou a elaboração urgente de um Plano de Cargos, Carreiras e Salários (PCCS) específico para os professores, já que muitos docentes enfrentam perdas salariais e constrangimentos ao se aposentar, como a retirada de gratificações e direitos adquiridos. “Precisamos de uma estrutura de carreira que valorize o professor desde a entrada até a aposentadoria”, enfatizou Elessandra.
ALUNOS AUTISTAS E COM DEFICIÊNCIA
Um ponto abordado na reunião foi a importância de o ensino municipal contar com um maior número de cuidadores devidamente capacitados para o atendimento a alunos autistas e/ou com deficiência. O prefeito Léo Morais reconheceu a importância da pauta e se comprometeu a formar uma Comissão Permanente para discutir soluções e avaliar, com base em estudos técnicos, a viabilidade de atender esta e as demais demandas apresentadas.
LICENÇA-PRÊMIO
O Sindicato também cobrou que a Prefeitura assegure a destinação mensal dos valores referentes à licença-prêmio pagos em pecúnia (em dinheiro) aos professores que fazem jus a este direito. Léo Moraes disse que pretende “zerar” o pagamento de todos os processos iniciados até o ano de 2024.
A reunião foi considerada produtiva pelos representantes do SINPROF, que destacaram o avanço no diálogo com a Prefeitura.
“É fundamental que o sindicato tenha um canal de diálogo permanente com o prefeito para que as demandas dos professores sejam atendidas e a educação avance. Iremos continuar firmes, acompanhando cada passo e fazendo cobranças que atendam às necessidades dos profissionais do Magistério. Nosso compromisso é garantir que os direitos e o bem-estar dos professores sejam sempre prioridade”, finalizou Elessandra Reis, que na reunião estava acompanhada dos professores Joelson Queiroz (secretário geral), João Bento (secretário de Assuntos do Interior), Olavo Bernardes (secretário de Formação Sindical) e Analeide Fernandes (filiada), além do advogado Haroldo Lacerda, que responde pela assessoria jurídica do sindicato.
